This is supposed to be an archival recording of John Maynard Keynes speaking in 1945 on the British Council for Encouragement of Music and Arts (CEMA). I know he did give such a speech, and it does rather sound like him (as I have heard him speak in other genuine recordings), but I will not vouch for its authenticity.
Does anyone know more about this?

He was involved with this and that is his voice. I'd say that its authentic. I'm sure that there's quite a few recordings of him in the BBC archives, actually.
